Oab files not updating outlook 2016

OABs are the only option for Outlook clients that are disconnected from the Exchange server, but they're also queried first by connected Outlook clients as a way to help reduce the workload on Exchange servers.

So we decided to remove the copy and then create a new database copy. With a single, good database copy, we can now generate, update and download the Offline Address Book.
